The Republic of Serbia has received financing from the World Bank toward the cost of the Additional Financing for Second Serbia Health Project and intends to apply part of the proceeds for consulting services.

 

The consulting services ("the Services") include the development and implementation of a Computerized Maintenance Management System (CMMS) in two hospitals in Serbia, the Vojvodina Oncology Institute and the Institute for Pulmonary Diseases of Vojvodina in Sremska Kamenica.

A computerized maintenance management system (CMMS) is a tool that can improve overall medical equipment management at the facility level. The information included in a CMMS varies depending on the individual situation but always consists of the medical equipment inventory and typically includes information such as service history, preventive maintenance procedures, equipment and performance indicators, and costing information[1].

For health facilities, inventory and maintenance software serve as a tool for the elaboration and update of the list of medical equipment, planning, and record of maintenance management and training, and for control of resources such as spare parts or consumables but also technical services, for example, to plan bulk procurement of spare parts or explore the economies of scales in organizing the repair services by manufacturers after the expiration of the warranty period.

The implementation of an inventory system will enable monitoring status and cost of operation for each equipment unit, with at least the following capabilities:

  • Planning and monitoring of inspection and preventive maintenance, as well as scheduling and tracking repairs;
  • Monitoring equipment performance indicators, clinical engineering staff performance indicators, downtime, maintenance cost, compliance with the inspection and preventive maintenance, records on user and maintenance training, etc.

The Project Coordination Unit (PCU) of the Ministry of Health now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

 

Qualification requirements of the consulting company:

The consulting company must have evidence and records of the previously implemented projects and results accomplished by the company and available the team of experts in developing and implementing applicative software.  The company shall have the following professional experience:

  1. Minimum five (5) years of professional experience in the health sector;
  2. Minimum two (2) previous and successful experiences in the implementation of computerized maintenance management systems (CMMS) in the past five years;
  3. Experience in similar projects in Europe and the Western Balkans countries will be considered an advantage;
  4. The applicant should confirm the expert team's availability, including the following experts: project (team) leader, health technology management specialist, and backup from the main office of at least five professionals.

 

Key Experts will not be evaluated at the shortlisting stage.

 

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" July 2016, Revised November 2017 ("Procurement Regulations") setting forth the World Bank's policy on conflict of interest.   

 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract if selected.

 

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS)  as set out in the Regulations.
