The Republic of Serbia has received financing from the World Bank toward the Serbia Emergency COVID-19 Response Project's cost and intends to apply part of the proceeds for consulting services.

 

The consulting services ("the Services") are related to strengthening thecapacity at the “Torlak” Institute of Virology, Vaccines and Sera by constructing new diagnostic laboratory building, including BSL-3 laboratory. In this regard, environmental and social impact assessment (ESIA) studies are required to assess potential risks and propose appropriate mitigation measures. Therefore, the Services include the preparation of a detailed ESIA, as per the provisions of the Bank ESF and Serbian legislation and Environmental and Social Management Plan (ESMP) and preparation of the Request about the need for EIA Study (if required in Location Permit) in accordance with Serbian law on EIA.

 

The shortlisting criteria are as follows:

The Consultant will be a company or a group of companies with relevant project experience (at least ten years of professional experience) in providing similar services related to the tasks specified in the Terms of Reference (ToR). Experience on similar projects (i) using the procedures and policies of the International Financial Institutions, notably the World Bank, EBRD, EIB, and (ii) Serbian legislative will be considered as distant advantage.

 

The qualified consulting firm(s) and their staff for this assignment should have extensive experience in the field of services mentioned above. The required minimum experience should be demonstrated by at least two (2) similar assignments that included, environmental and social assessments/due diligences in the health sector and had experience working with laboratory facilities including biosafety level 3. The Consultant's team of individual consultants available under the assignment may include the following experts: (i) Project Manager; (ii) Senior Social Impact Assessment Specialist; (iii) Senior Environmental Specialist; (iv) Bio Safety Expert; (v) other as needed. Key Experts will not be evaluated at the shortlisting stage; therefore, no individual experts' biographies (CVs) are required in this phase.

On behalf of the Ministry of Health of the Republic of Serbia, the Project Coordination Unit now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to paragraph 3.16 and 3.17 of the World Bank's “Procurement Regulations for IPF Borrowers”, July 2016, revised November 2017 and August 2018. (“Procurement Regulations”), setting forth the World Bank's policy on the conflict of interest.   

 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. If selected, all the partners in the joint venture shall be jointly and severally liable for the entire contract.

 

A Consultant will be selected in accordance with the CQS method set out in the Regulations.
