REQUEST FOR EXPRESSIONS OF INTEREST

CONSULTING SERVICES – INDIVIDUAL CONSULTANT

 

Republic of Serbia has received financing from the World Bank toward the cost of the Serbia Second Health Project Additional Financing, and intends to apply part of the proceeds for consulting services.

 

The consulting services (“the Services”) purpose is to develop design, coordination and implementation of the monitoring and evaluation (M&Е), research, and learning framework of the project. The Consultant will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project.

 

The consultant is expected to work full time for 12 months.  Subject to satisfactory performance contract will be extended till the end of the project (December 31, 2021).

 

The detailed Terms of Reference for the above referenced consulting services is given in attachment. 

 

The Ministry of Health of Republic of Serbia through its Project Coordination Unit (PCU)  now invites individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The qualification requirements are:

  • University degree in social studies or management
  • Minimum 10 years of relevant professional experience;
  • Minimum 5 years of experience in health related projects;
  • Experience in the World Bank funded projects and other IFIs health related projects in Serbia is an advantage;
  • Excellent communication skills in both English and Serbian (oral and written);
  • Advanced user MS Office applications.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.   

 

A Consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants as set out in the Procurement Regulations.
