  1. The Republic of Serbia has received financing from the World Bank toward the cost of the Second Emergency COVID-19 Response Project, and intends to apply part of the proceeds toward payments under the contract for the procurement of ambulances and other vehicles.
  2. The Project Coordination Unit, of behalf of the Ministry of Health of the Republic of Serbia, now invites sealed Bids from eligible Bidders for the procurement of ambulances and other vehicles.
  3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
  4. Interested eligible Bidders may obtain further information from the Project Coordination Unit, Ms. Žana Cvetković, Procurement specialist, E-mail: ambulances.covidproject@zdravlje.gov.rs and inspect the bidding document during office hours: 09.00 to 14.00, at the address given below.
  5. The bidding document in English may be purchased by interested Bidders upon submission of a written application to the address given below and upon payment of a nonrefundable fee of RSD 12,000.00 or equivalent in freely convertible currency.

The document will be sent by regular postal service and as a non-editable pdf attachment via email. In case of any discrepancies between the pdf version and the original (printed version), the latter will prevail.

  1. Bids must be delivered to the address by 14.00 hours CET, 18 June 2021. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend on 18 June 2021 at 14.15 hours CET, given at the address below.

Note: Depending on contemporary COVID-19 restrictions, a public opening session may not be feasible. Should this be the case, the Purchaser will adopt an electronic platform to proceed with a virtual public opening session (videoconference, livestreaming, etc.). However, the final decision in this regard will depend on the development of the COVID-19 pandemic, and the bidders will be informed accordingly in due time.

  1. All Bids must be accompanied by a Bid Securing Declaration.
  2. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
