The Republic of Serbia has received financing from the World Bank toward the Serbia Emergency COVID-19 Response Project's cost and intends to apply part of the proceeds for consulting services.

 

The consulting services ("the Services") are related to strengthening the capacity at the “Torlak” Institute of Virology, Vaccines and Sera by constructing a new diagnostic laboratory building including BSL-3 laboratory. Designs for construction permit will include: architectural design, structural design, electrical high and low voltage designs, mechanical installation design (HVAC, medical gasses), plumbing and sewage design, energy efficiency elaborate and firefighting elaborate, project of technology i.e. laboratory and medical equipment and any other documentation that may be required by the law.

The objective of the assignment is to provide services of technical control of design for construction permit and other technical documentation as may be required. The Services would be conducted in line with the legislation of the Republic of Serbia, international norms and standards pertaining to laboratory facilities. Due to specific requests regarding building construction, building services etc., technical control will also include the control of studies, elaborates, technical specifications and the bill of quantities, regardless of the fact that there is no specific requirement for technical control of that kind of documents in the applicable Serbian laws.

On behalf of the Ministry of Health of the Republic of Serbia, the Project Coordination Unit now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows:

 

The Consultant (individual company or a joint venture) shall have experience in the development of design for construction permit or technical control of design for construction permit or construction supervision of at least: one (1) facility for accommodation of BSL-3 laboratory, and (ii) three (3) buildings of at least 3500m2, in the last ten (10) years.

The Consultant shall provide a clear description of conducted activities and provide names and contact info of other parties.

The Consultant‘s team of individual consultants available under the assignment may include the following key-experts: (i) project leader: a licensed architect or civil engineer; (ii) KE1, expert with experience in the development of design for construction permit or technical control of design for construction permit or construction supervision of at least one BSL-3 laboratory in the last ten years; (iii) KE2 – KE6 experts: mechanical engineer, electrical engineer (high and low voltage, including fire detection), plumbing engineer, roads engineer and fire protection engineer. All engaged engineers shall hold at least a university degree and have at least 5 years of experience in their field of expertise.

 

Key Experts will not be evaluated at the shortlisting stage; therefore, no individual experts' bio data (CVs) are required in this phase.

 

The attention of interested Consultants is drawn to paragraph 3.16 and 3.17 of the World Bank's “Procurement Regulations for IPF Borrowers”, July 2016, revised November 2017 and August 2018. (“Procurement Regulations”), setting forth the World Bank's policy on the conflict of interest.   

 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. If selected, all the partners in the joint venture shall be jointly and severally liable for the entire contract.

 

A Consultant will be selected in accordance with the CQS method set out in the Regulations.
