REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – COMPANIES SELECTION)

 

Assignment Title:     Coordination of population support activities during physical

                              distancing measures

The Republic of Serbia has received financing from the World Bank toward the Serbia Emergency COVID-19 Response Project's cost. It intends to apply part of the proceeds for consulting services.

 

The consulting services ("the Services") are to preserve the entire population's mental health through activities carried out by the Ministry of Health. Also, members of different population groups are encouraged to communicate and engage the community in all activities carried out by the Ministry of Health, such as strengthening communication strategies to inform all vulnerable populations about the crucial role of physical distancing in reducing transmission rates and the impact of COVID-19 on everyday life and developing a positive attitude towards all the recommended measures which are necessary for the successful implementation of the campaign (adoption of behaviors such as hand washing, a proper way of wearing a mask, avoiding touching the face, etc.). Health-educational messages and adapted forms of communication for their distribution will be designed for vulnerable population groups (nursing homes, shelters, Roma settlements, etc.). The implementation period is May 2021 – May 2022.

On behalf of the Ministry of Health of the Republic of Serbia, the Project Coordination Unit now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • The annual turnover (if the candidate is an individual company) or the average annual turnover (if the candidate is a joint venture) of the candidate must be or exceed EUR 250,000 for each of the past three years (2017, 2018 & 2019) for which accounts have been closed. In the latter case, each JV member's average annual turnover must exceed 40% of the required annual turnover and 60% for the JV Leading partner.
  • The candidate (individual company or a joint venture altogether) has implemented and completed, during the last three years (2018, 2019 & 2020), at least one contract in a field related to these Services, of a minimum value of EUR 80,000;

 

Consultant shall provide a clear description of conducted activities and provide names and contact info of other parties.

 

The team of individual consultants available under the assignment may include the following key-experts: (i) project leader; (ii) advertising expert; and (iii) design specialist. Key Experts will not be evaluated at the shortlisting stage; therefore, no individual experts' biographic data (CVs) are required in this phase.

 

The attention of interested Consultants is drawn to paragraph 3.16 and 3.17 of the World Bank's Procurement Regulations for IPF Borrowers – Procurement in Investment Project Financing Goods, World, Non-Consulting and Consulting Services, July 2016, Revised August 2018 ("the Regulations") setting forth the World Bank's policy on conflict of interest.   

 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. If selected, all the partners in the joint venture shall be jointly and severally liable for the entire contract in the case of a joint venture.

 

A Consultant will be selected in accordance with the CQS method set out in the Regulations.
